Trump National Security strategy warns Europe against NATO expansion continuation
Brussels
(Washington Insider Magazine) January 26, 2026 – The Trump administration released its first National Security
Strategy of the second term containing warnings for Europe and calling for an
end to NATO expansion while highlighting a Trump corollary to the Monroe
Doctrine. The 29-page document includes a two-page introduction by President
Trump followed by 27 pages of policy outlining US priorities for the Western
Hemisphere and reduced commitments to European security.
European
leaders responded with announcements of increased defence spending and
strategic reviews amid the strategy’s emphasis on continental self-reliance.
The
National Security Strategy document sets out US policy shifts prioritising
American interests in the Western Hemisphere above traditional European
security guarantees. President Trump introduced the strategy with three
questions: what the United States should want, available means to achieve it,
and connecting ends with means into viable national security planning.
The
document criticises previous administrations for excessive global involvement
and identifies Europe as facing economic stagnation alongside threats from mass
migration and cultural changes.
Trump national security strategy document structure contents

The strategy begins with President Trump’s introduction lamenting
global opposition to US interests and mistakes by prior presidents leading to
overextension. Policy sections address NATO allies’ insufficient military
spending positioning Europe to assume primary conventional defence
responsibility. The document states NATO members must increase contributions
with US posture adjustments concentrating resources nearer home.
Western Hemisphere receives priority status with commitments to
secure Panama Canal access and counter non-hemispheric powers acquiring
regional influence. The Trump corollary to the Monroe Doctrine asserts US
pre-eminence blocking Chinese or other external military presence or asset
acquisitions throughout the Americas. South Korea assumes primary deterrence
role against North Korea supported by US capabilities.
Shekhar Gupta detailed the document’s European criticisms. Shekhar
Gupta said in X post,
“The
Trump administration has released its first National Security Strategy of the
second term. It has a warning for Europe & calls for an end to NATO
expansion. It also highlights the ‘Trump corollary’ to the Monroe doctrine.
#CutTheClutter breaks down the major highlights of this crucial document, what
it says about US policy & how Europe has reacted. The document is 29 pages
long — 2-page introduction by Trump + 27 pages of policy.
The
introduction ends with 3 questions: What should the United States want? What
are our available means to get it? How can we connect ends and means into a
viable national security strategy? 3. Trump is signalling some fundamental
shifts in US policy. But, as you would expect, under this administration, the
document starts with a lot of laments & complaints…. The whole world is
against us, all presidents before us made many mistakes, America got too
involved in too many places. All of which needs to be corrected. 4. The
criticism reserved for Europe is the harshest, & along the lines of JD
Vance’s Munich speech.
The document says, Europe has insufficient military spending &
economic stagnation, but its biggest threats are mass migration, cultural
shifts. Then it says we want Europe to remain European (read white) & to
regain its civilisational self-confidence. 5. On NATO, the document says, it is
more than plausible that within a few decades certain NATO members will become
majority non-European. And then comes an explosive line: Listed under US
objectives, it mentions ending the perception of NATO as a ‘perpetually
expanding alliance’.
That’s basically what Putin wants. 6. The document also has a
Trump corollary to the Monroe doctrine: To restore American pre-eminence in the
western hemisphere. What does this mean? Blocking China or any
“non-hemispheric” power from acquiring assets, influence, or military presence
anywhere in the western hemisphere. Any such move will be seen as a threat to
American interest. 7. So, how much mention do India and Pakistan find in this
key US policy document and in what context? Watch #CutTheClutter”
